Meter Clustering

GM Gaspar D. Gonzales, Jr. created the Meter Clustering Committee, through an issued memorandum last May 16, 2003. The committee was basically designed to address the present problem in most of our 60,000 active service connections. Although this service connections were all metered, problems such as rampant pilferage that caused our unaccounted for water, meters found at household doorsteps; and service lines that traversed private access roads and pathways do arise. These service connection problems can frequently be enumerated in urban centers such as Macabalan , Carmen and Lapasan and other areas around the City.

The committee is composed of 9 personnel coming from the Engineering, Commercial and Maintenance Department. It is chaired by Engr. Ellyn Elbeth Elorde and vice-chaired by Mr. Orlando O. Romero.

The basics on meter clustering is to install cluster points or stub-outs, as technically named, that could accommodate at least 14-1/2” water meters. Each stub-out can even handle 21 or more connections depending on the condition of the identified service area.
