It is headed by its Regional Training Director, Ms. Ladele A. Sagrado, Admin Department Manager with  Ms. Cecile A. Floirendo, Human Resource Manager. As a training facility, the COWD-RTC conducts manpower & skills development programs both for COWD employees and water district employees from all over the country.
