It is headed by its Regional Training Director, GM Bienvenido V. Batar, Jr. He is ably assisted by Ms. Rhedia Martinietta S. Salcedo, HRD Manager and Ms. Cecile A. Floirendo. As a training facility, the COWD-RTC conducts manpower & skills development programs both for COWD employees and water district employees from all over the country.
